In Erwiderung der globalen Finanz- und Wohnungskrise:

G 20: Jetzt ist es Zeit, einen globalen Sozialpakt für ein gerechtes und nachhaltiges Wohnen zu schaffen !

Internationale Wohnrechtsorganisationen fordern eine grundsätzlichen Änderung der globalen Finanzarchichtektur und der Finanzierung lokaler Entwicklung

Aus Anlass des Finanz-Gipfels der G 20 in Washington erklären wir,

die unterzeichnenden Vereinigungen und Einzelpersonen,

  • die dem Menschenrecht auf angemessene Wohn- und Lebensverhältnisse verflichtet sind,
  • die seit langem ….

    Just would like to propose two more points, which I think should be stressed more in the future, especially when using the call for the european region:

    * The significance of the construction sector in a anti-cyclical keynesian anti-crises-strategy: The construction sector, having a positive (or negative) impact on 37 economic sectors, is the best sector for a state-led intervention policy. The financing of projects - be it “green renewal”, social housing or infrastructure projects - should be done by state-controled banks like the german and austrian Raiffeisen or Sparkassen or the swiss Kantonalbanken.
    * Alternative models to the private mortgage model or state-financed social housing should be supported: Besides social housing, alternative models like self-help-housing, mobile housing, collective use of empty houses etc. should be made possible by a corresponding legal framework. Collective construction, maintenance and administration models should be supported, empowering local social structures.

    Already before the first financial crisis summit of G 20 in Washington we had been able to develop this call. It received quite a lot of support, still people are signing it.
    Early in March - before the second G 20 meeting and related international action - I have sent a message to all available supporters, asking them if they think that our first call needs any important and urgent addition, correction or edition of it’s content. I received no responses
    Thus, it seems to be accepted that this call further on can serve as a provisional international platform of habitat demands related to the daily deepening crisis.

    Even personally I think the November document is still giving the right direction and it is already mentioning a lot of principal points.However: A couple of points could be discussed and more had to be deepened. The crisis is proceeding brutally and that could give reason for updates as well. Also, we can consider developments of housing movements reacting to the crisis at the ground, we have some developments on related analysis and we have all the natiobal and international state reactions.

    If I look at the document again I think it would be helpful to build on it and start some process regarding

    1 mapping housing and habitat consequences of the crisis in a couple of countries, so that we can proof what the crisis means for poor and ordinary people

    2 mapping and commenting on current government rescue and stimulation programs in order to understand that process better from an international point of view and in order to identify possible concrete demands and entrance points for targeted advocacy and lobbying

    3 organizing overviews on habitat related peoples’ campaigns and practices as a response to the crisis, like squats of foreclosed houses ..

    4 organizing some critical overview on the crisis management proposals and measurements discussed i.e. by the G 20 and the EU. You will find that there hardly is anything in it which directly relates to land and habitat. Given the prominent role real estate speculation had played and is playing in this game this could be reason enough to raise our voice.
    But we even had to understand indirect consequences of their measurements.

    Last but not least we should try to proceed from general reflection & local reaction to targeted campaigns and transnational action.

    I work at a tenants union at Wuppertal , Germany . Lots of houses are selled to international investors. Amongs those, which once were built with public financial means. On the other hand programs to build new public financed houses are hardly found any more.
    Housing will increasingly become an expensive good, which people cannot afford
    any more.
